Ấn Độ đã qua mặt Trung Quốc trở thành nhà nhập khẩu vũ khí lớn nhất thế giới, một cơ quan nghiên cứu của Thụy Điển cho hay.

Báo cáo của Viện nghiên cứu hòa bình quốc tế Stockholm (Sipri) cho biết Ấn Độ chiếm 9% tổng lượng vũ khí nhập khẩu toàn cầu giai đoạn 2006-10. Cơ quan này dự đoán New Delhi vẫn tiếp tục nằm trong số các quốc gia dẫn đầu về nhập khẩu khí tài trong tương lai.

Với ngân sách quốc phòng 32,5 tỷ USD, Ấn Độ nhập 70% lượng vũ khí của họ. Nước này sẽ chi tiêu 50 tỷ USD trong vòng 5 năm tới để hiện đại hóa lực lượng vũ trang, trong đó dành 10 tỷ USD để mua hơn một trăm máy bay phản lực chiến đấu.

Việc mua sắm nhiều vũ khí của Ấn Độ diễn ra trong bối cảnh Trung Quốc và Pakistan - đối thủ lâu năm của New Delhi - cũng tăng cường sức mạnh quân sự.

Một nghiên cứu viên cao cấp của Sipri cho hay Ấn Độ sẽ tiếp tục dẫn đầu danh sách các nhà nhập khẩu vũ khí. "Xem những gì họ đã đặt mua, chúng tôi biết rằng trong những năm tới, Ấn Độ sẽ là nhà nhập khẩu lớn nhất", ông Siemon Wezeman nói với BBC.

Năm ngoái, Ấn Độ thông báo mua 250-300 chiếc phi cơ chiến đấu tàng hình thế hệ thứ 5 của Nga trong thập kỷ tới. Giá trị của hợp đồng này ước tính 30 tỷ USD, là lớn nhất trong lịch sử quân sự Ấn Độ.

Trung Quốc đứng thứ hai thế giới về nhập khẩu vũ khí, chiếm 6% tổng lượng toàn cầu. Nước này cũng đang tập trung phát triển ngành chế tạo vũ khí nội địa.

"Thượng đế đã tặng cho chúng ta phân bò" ông Kesari Gumat giải thích khi đi ngang qua phòng thí nghiệm phối chế các chất thải từ bò với dược liệu và những chiếc cốc thuỷ tinh nước tiểu bò đang sôi lăn tăn.

Phòng thí nghiệm tại thành phố Ahmedabad phía Tây Ấn Độ chỉ là một trong số những Trung tâm nghiên cứu các sản phẩm từ những con bò “thiêng liêng” theo tín ngưỡng dân gian. Dựa vào yếu tố tâm linh, người ta đã đưa ra cả một dòng dược phẩm, theo họ nói, chữa bách bệnh từ khó thở đến ung thư.

Ông Gumat nói: “Tất cả những công thức này không mới. Chúng đã từng được ghi trong những cuốn kinh Hindu cổ. Chúng tôi chỉ đưa Khoa học vào trong đó”.

Các nguyên liệu được thu từ một trang trại có 300 con bò sữa và mang tập trung tại nơi chế biến.

Những khách tham quan phải cởi giày và tất, đi chân trần, kể cả trên các tấm thảm phơi phân bò còn đang ướt.

“Đi trên phân bò tươi là rất tốt” – ông Gumat nói – “Nó diệt hết mầm bệnh, vi khuẩn và chữa lành vết thương. Phân bò khô làm sạch lớp da chết và tăng tuần hoàn máu”.

Theo ông, có rất nhiều sản phẩm từ phân bò, không chỉ thuốc mà còn xà phòng, dầu gội đầu, thuốc đánh răng, hương thờ cúng và hương trừ muỗi. Các sản phẩm được người Ấn Độ hoan nghênh.

Nước giải khát từ nước tiểu bò năm ngoái đã “lấn sân” Coke và Pepsi, có tên thương mại là Gau Jal (nghĩa là “nước bò”), do Tổ chức Bảo vệ bò RSS, đóng tại thành phố Handwar (phía Bắc Ấn Độ), trên bờ sông Hằng Hà sản xuất. Giám đốc kinh doanh Om Prakash dự đoán: “Nước giải khát này sễ kết thúc thị trường nước giải khát có gaz”.

Hiện Gau Jal đang chờ sự phê duyệt của Cơ quan chức năng, trong khi nhóm nghiên cứu của ông Prakash đang hoàn chỉnh việc làm bao bì, bảo quản (để giữ được chất lượng trong mùa hè ở Ấn Độ nóng gay gắt).

Phân bò thường được phơi cả cả tuần cho khô rồi phối trộn ở nhiệt độ rất cao để diệt vi khuẩn và mầm bệnh. Sau đó nghiền thành bột để pha chế thành dược phẩm và sản phẩm vệ sinh. Nước tiểu được chưng cất để loại bỏ tạp chất.

Raghav Gandhi, phụ trách Khoa dinh dưỡng tại một Trung tâm khác ở Ahmedabad, nhấn mạnh rằng quy trình đã có từ lâu, trước khi chúng tôi đặt vấn đề thu hồi và sản xuất. Ông đích thân chăm sóc bò, lấy cỏ sạch ngâm sữa, cây thuốc và đường mía chưa tinh chế cùng với nước pha muối khoáng cho bò ăn. Ông kể: “Tôi phục vụ bò từng phút một. Chúng ăn gì thì chúng cũng thải ra cái đó, đơn giản vậy thôi. Phân bò chứa tất cả những chất dinh dưỡng quý và muối khoáng. Nước giải bò chính là chất sát trùng”.

Các bác sĩ chính quy dường như không cho rằng các “thuốc” chữa được bệnh nhưng thấy chúng cũng vô hại, nên chỉ bảo “niềm tin cũng có vai trò chữa bệnh”. Mayur Oatelm nhà ung thư học tại Trung tâm nghiên cứu ung thư quốc gia Gurajat phát biểu: “Tôi đã đọc về lợi ích của phân và nước tiểu bò. Các bệnh nhân của tôi cũng dùng và chính tôi cho phép họ làm như vậy. Đó là loại có tác dụng phụ trợ và không có hậu quả gì”.

Bà nội trợ Nila Parmar tại Ahmedabad, 42 tuổi, mỗi sáng uống một ngụm nước tiểu bò hàng năm nay và không nghi ngờ gì về hiệu quả của nó. “Hãy tin tôi đi. Tôi dùng nó theo phương pháp vi lượng đồng căn (homeopathy) để chữa bệnh gan mà chẳng sao hết”.

India's Telecom Minister Quits Over Corruption Allegations

The opposition in India has been asking for Raja's resignation for a number of months, but matters came to a head after a report by the Comptroller and Auditor General of India (CAG) was leaked to the local media.

The report alleged that the minister may have caused large losses to the country's exchequer by allotting licenses bundled with spectrum at low prices to nine operators, according to the media reports.

Raja, who belongs to the DMK (Dravida Munnetra Kazhagam) party, a coalition partner in the federal government, resigned late Sunday. He told reporters that he had not broken any laws, and would prove it. He had resigned to avoid embarrassment to the federal government, he said.

India's Central Bureau of Investigation (CBI) said last year that it has registered cases against some officials of the country's Department of Telecommunications (DOT), private sector companies and some individuals, in connection with alleged irregularities related to the award of telecommunications licenses by the DOT.

The CBI did not name the individuals or companies that have been charged under the country's Prevention of Corruption Act.

The DOT decided that licenses would be allotted on a "first-come-first-serve" basis at low prices that were current way back in 2001, against the advice of the local telecom regulator, Telecom Regulatory Authority of India (TRAI), CBI said.

The DOT's decision to put a cap on the number of licensees per service area, and a decision to stop accepting new applications even before the last date fixed has also come in for criticism.

The CBI said that by putting a cap on the number of licenses, there had been a criminal conspiracy between certain officials of the DOT and some private companies and individuals to award licenses to select companies.

The CBI was criticized severely by India's Supreme Court last month for the delay in completing the investigations.

A number of the licensees said to have benefited from the allegedly irregular allotment of licenses and spectrum later went on to sell stakes in their services companies to foreign investors like Telenor, at prices far higher than the amount paid by the licensees for the spectrum, according to India's opposition parties.

In the case of 3G licenses, the government auctioned the licenses and spectrum. Tata Teleservices has already started rolling out services, with Bharti Airtel, India's largest mobile services provider, expected to start rolling out before the end of the year.

This is the season of scams and the biggest ever corruption cases in India have been unearthed more recently. So, we decided to dig deep to see which scams were the biggest and most damaging to the country and its citizens alike.

In our daily life, most of us must have been a witness to or a victim of the corruption thriving in some or the other part of the country. It could be in the form of a taxi-driver manipulating the meter to jack-up the reading or a government officer taking bribery to promptly transfer your file to the next department or even yourself offering bribe to a traffic police on breaking a signal.

1) 2G Spectrum Scam

We have had a number of scams in India; but none bigger than the scam involving the process of allocating unified access service licenses. At the heart of this Rs.1.76-lakh crore worth of scam is the former Telecom minister A Raja – who according to the CAG, has evaded norms at every level as he carried out the dubious 2G license awards in 2008 at a throw-away price which were pegged at 2001 prices.

Another feather in the cap of Indian scandal list is Commonwealth Games loot. Yes, literally a loot! Even before the long awaited sporting bonanza could see the day of light, the grand event was soaked in the allegations of corruption. It is estimated that out of Rs. 70000 crore spent on the Games, only half the said amount was spent on Indian sportspersons.

The Central Vigilance Commission, involved in probing the alleged corruption in various Commonwealth Games-related projects, has found discrepancies in tenders – like payment to non-existent parties, will-ful delays in execution of contracts, over-inflated price and bungling in purchase of equipment through tendering – and misappropriation of funds.
3) Telgi Scam

As they say, every scam must have something unique in it to make money out of it in an unscrupulous manner- and Telgi scam had all the suspense and drama that the scandal needed to thrive and be busted.

Abdul Karim Telgi had mastered the art of forgery in printing duplicate stamp papers and sold them to banks and other institutions. The tentacles of the fake stamp and stamp paper case had penetrated 12 states and was estimated at a whooping Rs. 20000 crore plus. The Telgi clearly had a lot of support from government departments that were responsible for the production and sale of high security stamps.
4) Satyam Scam

The scam at Satyam Computer Services is something that will shatter the peace and tranquillity of Indian investors and shareholder community beyond repair. Satyam is the biggest fraud in the corporate history to the tune of Rs. 14000 crore.

The company’s disgraced former chairman Ramalinga Raju kept everyone in the dark for a decade by fudging the books of accounts for several years and inflating revenues and profit figures of Satyam. Finally, the company was taken over by the Tech Mahindra which has done wonderfully well to revive the brand Satyam.
5) Bofors Scam

The Bofors scandal is known as the hallmark of Indian corruption. The Bofors scam was a major corruption scandal in India in the 1980s; when the then PM Rajiv Gandhi and several others including a powerful NRI family named the Hindujas, were accused of receiving kickbacks from Bofors AB for winning a bid to supply India’s 155 mm field howitzer.

The Swedish State Radio had broadcast a startling report about an undercover operation carried out by Bofors, Sweden’s biggest arms manufacturer, whereby $16 million were allegedly paid to members of PM Rajiv Gandhi’s Congress.

Most of all, the Bofors scam had a strong emotional appeal because it was a scam related to the defense services and India’s security interests.
6) The Fodder Scam

If you haven’t heard of Bihar’s fodder scam of 1996, you might still be able to recognize it by the name of “Chara Ghotala ,” as it is popularly known in the vernacular language.

In this corruption scandal worth Rs.900 crore, an unholy nexus was traced involved in fabrication of “vast herds of fictitious livestock” for which fodder, medicine and animal husbandry equipment was supposedly procured.
7) The Hawala Scandal

The Hawala case to the tune of $18 million bribery scandal, which came in the open in 1996, involved payments allegedly received by country’s leading politicians through hawala brokers. From the list of those accused also included Lal Krishna Advani who was then the Leader of Opposition.

Thus, for the first time in Indian politics, it gave a feeling of open loot all around the public, involving all the major political players being accused of having accepted bribes and also alleged connections about payments being channelled to Hizbul Mujahideen militants in Kashmir.
8) IPL Scam

Well, I am running out of time and space over here. The list of scandals in India is just not ending and becoming grave by every decade. Most of us are aware about the recent scam in IPL and embezzlement with respect to bidding for various franchisees. The scandal already claimed the portfolios of two big-wigs in the form of Shashi Tharoor and former IPL chief Lalit Modi.
9,10) Harshad Mehta & Ketan Parekh Stock Market Scam

Although not corruption scams, these have affected many people. There is no way that the investor community could forget the unfortunate Rs. 4000 crore Harshad Mehta scam and over Rs. 1000 crore Ketan Parekh scam which eroded the shareholders wealth in form of big market jolt.

Gần như tất cả các tờ báo ở New Dehli đều đồng loạt đưa tin về một trong những đám cưới được coi là hoành tráng nhất từ trước đến nay tại Ấn Độ.

Chú rể Lalit Tanwar kết hôn với cô dâu Yogita Jaunapuria tại một nông trang của gia đình ở ngoại ô thành phố New Dehli.

Lễ cưới đình đám được 1.000 người chuẩn bị trong suốt 40 ngày với 100 món ăn, 12 màn hình tivi khổng lồ truyền hình lễ cưới.

Chú rể đeo vòng hoa kết bằng những tờ tiền và được gia đình "tân nương" tặng cho một chiếc trực thăng năm chỗ ước tính trị giá 8 triệu USD trước sự chứng kiến của 30.000 quan khách.

Theo tờ Thời Báo Ấn Độ, chi phí cho đám cưới xa hoa này vào khoảng 1 tỷ rupee (22 triệu USD), trong khi tờ Mail Today cho rằng con số thực phải lên tới 55 triệu USD.

Cha của chú rể, ông Kanwar Tanwar, là một chính trị gia giàu có của Đảng Quốc Đại, trong khi cha của cô dâu là một cựu chính trị gia của thành phố New Dehli. Cuộc hôn nhân dàn xếp này được coi là một thỏa thuận quyền lực hoàn hảo.

Tờ Thời báo Hindustan đưa tin, buổi lễ "tiền đám cưới" đã diễn ra tuần trước có sự tham dự của 20.000 khách mời và mỗi khách được tặng một chiếc bánh quy bằng bạc, một bộ đồ sari cùng 500 USD tiền mặt.

Gia đình hai bên đã tổ chức một buổi lễ vào ngày 3/3 và kết thúc bằng một buổi tiếp khách vào ngày 6/3 tại một khách sạn năm sao với khách mời đặc biệt là Thủ tướng Manmohan Singh và các ngôi sao Bollywood như Shah Rukh Khan, Aishwarya Rai.
